Symptoms

 Error Accessing /documents/web?IdcService=GET_USER_INFO with Visitor User: "Unable to retrieve user list. User '{USER}' has insufficient privilege to run service GET_USER_INFO."

 When attempting to access /documents/web?IdcService=GET_USER_INFO with an OCE user that only has the CECSitesVisitor role, the following response is seen:
