Symptoms

Work orders are not costed and following can be seen in the 'Review Cost Accounting Distributions' UI when reviewing cost accounting distributions. The cost accounting distributions ends in error and with following error.

Process rolled back and aborted due to SQL Exception on ReceiptCost/StdCostReceiptCostIns: ORA-00001: unique constraint (FUSION.CST_LAYER_COSTS_U1) violated

Cost Accounting Process UI shows the below warning for the work order
The work order close transaction could not be processed because there are unprocessed transactions on this work order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a workorderless non standard order
2. Complete the order
3. Navigate Costing > Cost Accounting
4. Tasklist > Create Cost Accounting Distributions
5. Search for cost org and cost book.
6. The cut off date is set
7. Click on Scheduled Process > Click Submit on "Create Cost Accounting Distributions" job
8. The process ends in error.
