Goal

Allocation Rules from Old instance still appear in the Cloned instance (After P2T)

Step1. Have some allocation rules in Dev1 (Prior to clone from Test2 instance)
Step2. Dev1 instance is cloned from Test2 instance
Step3. Haven't migrated any rules from Test2 instance yet.
Step4. But the allocation rules that exist prior to clone are still showing in the cloned instance.
