When processing a new hire for an EE with spouse and child as dependents, the Employee child option is not visible as an option to select for medical

Employee child option should be an option to select for medical
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enrollment
2. Process life event
3. elect medical where all options but EE Children are visible
