On : 11.13.17.11.0 version, Capture Transactions
When attempting to generate an IC allocation rule, the log shows the following error occurs.

WARNING ::One or more of the defined sources in the allocation component do not contain balances. Select a different source or specify a fixed amount. (GL-781786)

The issue can be reproduced at will with the following steps:
1. Setup an allocation rule.
2. Validate and deploy the rule
3. Navigator
4. Journals
5. Task > Generate Intercompany Allocations
