Symptoms

The Learning Specialist user has been granted a data role, which restricts the user based on the Business Unit.  The data role which has been granted to the Learning Specialist user is secured by 'Area of Responsibility'. The Learning Specialist has been allocated an Area of Responsibility for that one business unit.

When the Learning Specialist looks for learners to add to a course, they can still see learners from different Business Units (not just the one that they have 'Area of Responsibility' for).
