HDL Global Transfer Error: A person can have only one active primary work relationship (Doc ID 2390115.1)

When loading Worker.dat file that contains two work relationships--with intent to end-date the current work relationship, and the other to start a new work relationship with a different legal employer--each with separate Assignment and Work Term Records as this is a fairly common scenario where someone will move companies and also receive a pay rate change on top of the company change. 

However, the load results in the error message

A person can have only one active primary work relationship

Worker.dat uses Source Keys; the Work Relationship Object references the correct PersonId(SourceSystemId), Work Terms reference correct PeriodOfServiceId(SourceSystemId), and the Assignment records reference the correct WorkTermsAssignmentId(SourceSystemId).

The Assignment Work Measure and Assignment Supervisor Objects both reference the correct Assignment Numbers.
