Mass Transfer Segment Locations Not Populated in ADFDI Prepare Spreadsheet

Symptoms
Mass transfer batch is not populating the ADFDI spreadsheet after submitting the following parameters:
Asset Selection Criteria
Location segment filter SITE = BUILDING 1234 (or any other segment value within the selection criteria)
Transfer Details
Location segment filter Site Number = BUILDING 5678 (or any other segment value within the selection criteria)
ADFDI spreadsheet contains the following segments with blank
Transfer Details
Site Number
Country
City
State/Province
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Assets > Transfer Assets > click on Mass
2. Populate with the required fields including on segment of the Location filter
3. Click Submit
4. Navigate to Transfer infotile and open Prepare spreadsheet. The location segments are not populated
