Fusion PIM: Multi Row EFF Data is Not Visible when Item is Required (Doc ID 2394778.1)

Symptoms

Records added to an item are not getting displayed. When records are added to a multi segment item organization level EFF, Save can be performed without issues. But when returning back to check the records, none are displayed. Also when trying to add same data again it is throwing a duplicate record error.

As a conclusion, the records exist but they are not getting displayed. This functionality was working fine before R13 upgrade. The step by step process can be viewed below.

1. Add a row and enter relevant values to the multi row EFF defined

2. Save the item and re-query it again from PIM -> Manage Items, to notice that the line added to the EFF is not retrievable. 

If the same record is recreated as in step 1, system throws an error: Another row exists for the same set of values entered for the User, Protocol. Enter a unique set of values for these fields. (FND-2908)
