Fusion PIM: Shared Category Not Visible Across Catalogs (Doc ID 2394853.1)

Goal

After creating category fields in 'setup and maintenance' and assigning them as 'Shared' across other catalog, it is noticed that this shared category does now show up in the list of values when try to assign the category when creating an item. This category is defined in Inventory Functional area and referenced in Purchasing and Order Entry.
For example, The Category for example 'DEFAULT' is present in 'Order entry' catalog. This category value is also shared in 'Inventory' Catalog. While we can use this DEFAULT value in Inventory catalog, we cannot use this in Order Entry catalog. 

Why is this category not showing while creating items?
