When accessing a page in a public site that is rendering a PDF file, it fails to render with the following error in the browser console:
Load denied by X-Frame-Options: https://www.example.com/documents/embed/link/LD9C37DCC6DA73F9D803E59CD42253646DAC22E7019E/fileview/DFD5779E17B71F81503A4976D42253646DAC22E7019E/Agreement.pdf?hide=bcm,bnp,sbr,pin,ash,anw,aup,ade,apr,afv,arn,ars,edt&scheme=light does not permit framing.
The issue can be reproduced at will with the following steps:
1. Access the public site https://www.example.com/sitename/resources.html
2. Click the link "Agreement" to open a File Viewer component in a lightbox.
3. The FileViewer component fails to load and the error is in the Browser console.
