Merge rejected to Survivorship Rules Error: the master record cannot be determined

Symptoms

On :  11.13.17.11.0 version, Data Quality, Customer Hub

Survivorship Rules Error  

When we trigger a merge resolution for two or more duplicate resolution we get the error:
"You cannot merge the records because the master record cannot be determined (ZCH-105104) Details: The master record cannot be determined because the survivorship rules are inactive or not triggered."

This although the profile option ZCH_ENABLE_SURVIVORSHIP is set to yes and the survivorship rules are active and submitted.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Merge two records
3. getting an error in resolution request
