"Area" and "Dept" Fields Not Available in ITM Input File

Symptoms

ACTUAL BEHAVIOR
---------------
"Area" and "Dept" fields are not available in ITM input file but in Item screen there are 2 columns with "area" and "dept" but they are not editable.

EXPECTED BEHAVIOR
-----------------------
Business expects to process "area" and "dept" from ITM input file and also to be able to edit these values in Item screen in UI.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Item screen in UI
2. Try to edit any item
3. Cannot edit area or dept columns
