JCS Private IP Change Is Causing Connectivity Issues (Doc ID 2398996.1)

JCS will change Private IP after restart. This is expected behavior as PaaS doesn't support static private IP yet.

The issue can be reproduced at will with the following steps:
1. Restart JCS VM
2. Private IP will change
