All Services Stuck in Pending Status in P6 EPPM Cloud Environment

All jobs show in PENDING status on the job status screen.
The jobs should be processed and completed as expected.
The issue can be reproduced at will with the following steps:
1. Attempt a task such as copy/paste.
2. Go to the 'job status' screen, notice that the job never leaves a PENDING status.
The issue has the following business impact:
Due to this issue, users cannot perform any jobs that get processed by job services.
