Random "401 - Unauthorized"-Errors When Accessing Images in Oracle Content and Experience Cloud using REST API

Symptoms

The business in this case has developed a mobile application to access images in the Content and Experience Cloud (CEC) directly using the REST API.   The users have started seeing at least once a day that some calls returned through the application show an HTTP status code 401 (Unauthorized).  After waiting a few minutes, users can access the images again.  This issue occurs at different times and different frequencies, so the issue is not readily reproducible.
