Cannot Find The Contact As Order Release Involved Party (Doc ID 2404428.1)

Symptoms

Contact exists in OTM.
When creating Order Release and trying to add as Ship to Involved Party Contact the Contact ID cannot be found.
Other contact can be added successfully.

The differences noticed are:
The contact that can be added has the IS_PRIMARY_CONTACT set to 'N'.

The issue can be reproduced at will with the following steps:

1. Access OTM application
2. Go to Order Management, Order Release, Order Release
3. Press on New
4. In the Contact section try to search for the contact which has the IS_PRIMARY_CONTACT set to 'Y'.
This cannot be found.
