Goal

When trying to create an Assignment Set for Sourcing rules - A Catalog is Mandatory.

No catalogs are available for selection, Recommendations the following document suggests setting the profile - MSC_SRC_ASSGINMENT_CATALOG:  Manage Assignment Sets - Assignment Level LOV displays no Category entries (Doc ID 2210368.1). When attempting to assign a value for the profile Catalog for Sourcing Assignments (MSC_SRC_ASSIGNMENT_CATALOG) the LOV is NULL
