Symptoms
When attempting to account invoices, AP users are receiving the following error message:

Errors encountered while attempting accounting. (XLA-870235)
The error in the logs says "xla_fsn_acct_parent_pkg.do_first_proc_order, ORA-28113: policy predicate has error."
The issue can be reproduced at will with the following steps:
1. Navigate to an unaccounted invoice;
2. Navigate to Invoice Actions;
3. Select "Post to Ledger"; and
4. Confirm that the above error message appears.
