DBCS / DBaaS APEX URL Fails, ORDS Log Shows: "Address Already In Use" or Failed to bind to <IP>/<IP>:8080 (Doc ID 2419980.1)

Symptoms

 In a Database Cloud Service (AKA DBaaS) trying to access the base URL https://<PUBLIC_IP>  gets  "Page Not found" error.

When reviewing the ords.log on the server, it shows the following error at start up: 
SEVERE: Could not start Standalone Mode because an error occurred: Failed to bind to <IP>/<IP>:8080
oracle.dbtools.standalone.StandaloneException: Could not start Standalone Mode because an error occurred: Failed to bind to <IP>/<IP>:8080
at oracle.dbtools.standalone.StandaloneConfiguration.couldNotStartServer(StandaloneConfiguration.java:438)
at oracle.dbtools.standalone.StandaloneConfiguration.start(StandaloneConfiguration.java:297)
