In Account Reconciliation Cloud Service (ARCS), Reconciliations Are Opening One Day Later Than Expected (Doc ID 2421477.1)

Symptoms

You have defined a period's End Date, but reconciliations open on a different date from the anticipated date based on the offset.  For example, the End Date is Sunday, September 30, 2018.  Start Day Offset is set to 5 days.  So the expectation is that reconciliations will change from Pending to Open on Friday, October 5 (five calendar days later).  But they actually open one day later on Monday, October 8 (the following business day).
