ODI Error "The Network Adapter could not establish the connection" Received when Attempting to Use an On-Premise Database with ODI Studio in DIPC-C or ODICS (Doc ID 2425155.1)

Symptoms

This knowledge article reflects updated product names. Data Integration Platform Cloud (DIPC) was formerly known as Autonomous Data Integration Platform Cloud (ADIPC). Data Integration Platform Cloud Classic (DIPC Classic or DIPC-C) was formerly known as Data Integration Platform Cloud (DIPC). Please see KM <document 2493395.1> for the full list of recently renamed PaaS services.

After configuring VPN as a Service (VPNaaS), communication to an on-premise database via Data Integration Platform Cloud Classic (DIPC-C) or Oracle Data Integrator Cloud Service (ODICS) fails with the following error message:

IO Error: The Network Adapter could not establish the connection[[java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection at oracle.jdbc.driver.T4CConnection.logon(T4CConnection.java:743)

If a telnet is done to the hostname and port from the DIPC-C server, the connection is successful.
