ODI Error "The Network Adapter could not establish the connection" Received when Attempting to Use an On-Premise Database with ODI Studio in DIPC or ODICS (Doc ID 2425155.1)

Symptoms

After configuring VPN as a Service (VPNaaS), communication to an on-premise database via Data Integration Platform Cloud (DIPC) or Oracle Data Integrator Cloud Service (ODICS) fails with the following error message:

IO Error: The Network Adapter could not establish the connection[[java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection at oracle.jdbc.driver.T4CConnection.logon(T4CConnection.java:743)

If a telnet is done to the hostname and port from the DIPC server, the connection is successful.
