OCI Instance created from Custom Linux Image is not able to Ping,SSH or Connect via Serial Console

Exporting a VM from virtual box (On Premise) using a Custom Linux image in ".ova", ".tar", etc format instead of the correct one which is: ".vmdk" or ".qcow2" format to import in Oracle Cloud Infrastructure
It fails with following issues:
- Not able to ping or SSH the Instance.
- Serial console does not work, getting hung or showing network issues, even if the instance shows in running status.

Incorrect Upload the image to OCI in ".ova", ".tar", etc format instead of the correct one: ".vmdk" or ".qcow2" format.
