ACTUAL BEHAVIOR

Segment Value Security not applying to Inquire balances for user after R13 upgrade.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup the segment value security on Natural Account Value set.
2. Assign the segment value security roles to the user .
3. Associate data access sets to the above roles and user.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use segment value security.
