Creat Customer Account Error - The Value of the attribute PartyID is not valid (Doc ID 2429486.1)

Goal

Create new Customer -> Save and Close -> upon Save,  'Manage Customers' UI appears showing the Account and Site sections -> Go into Account Number -> Account Name and Registry ID information is missing -> When navigate to Communication tab and click Edit contacts then get error:

The Value of the attribute PartyID is not valid.
Attribute PartyID in ExternalPayerEO is required.

Workaround: Re-query customer -> the values are populated -> no error thrown.
