Symptoms

Attempts to create a policy like:

  "ALLOW GROUP AdminGroup to manage all-resources IN compartment CompartmentX"

fails with the error:

  Error:InvalidParameter - The compartment CompartmentX specified in the policy statement does not exist under current compartment hierarchy.
