Performance Rating History Is Blank

Information in this document applies to any platform.
In our annual PA, there is a link on the right of the page under the Ratings section that says "Performance Rating History", but when clicking the link a dialog box (that has lines as if it were a graph) simply says "No data to display." We have previous ratings that should be showing up. It is happening for all users.
1. 2018 Annual Appraisal>Task Supervisor Evaluation
2.Ratings>Click "Performance Rating History" link
3. The previous ratings are not showing up just message "No data to display."
