Can't Evaluate New Hire Life Events

When attempting to process the New Hire life event for any employee who started in July, the following error occurs.
The rate start date cannot be determined. Check the rate start date configuration for this plan or program. (BEN-990151)
If the plan design allows for an enterable rate start date, ensure that a date is entered. There might also be a configuration error whereby the rate start date rule and the rate end date rule are mismatched, and provide either a gap or an overlap. It is also possible that a rate start date formula requires revision. Context at the time of error: Person Cravens, Sebastian, Program Active Benefits Program, Plan Long Term Disability, Option Coverage.
The issue can be reproduced at will with the following steps:
Setup 365 days waiting periods for a plan
Benefits Administration -> Evaluation and Reporting > Processes Tab
click Processes and select Evaluate Life Event Participation:
Effective Date : 7/26/18
Life Event: New Hire then click Submit:
The issue has the following business impact:
Due to this issue, users cannot process the life event.
