Enhancement Request: Allow the Transfer of Business Process Ownership. (Doc ID 2435638.1)

If a non-owner of a Business Process (BP) attempts to restore to a previously published version of the BP, the user receives an Application Error: permission denied.
Currently, there is no way to transfer ownership, even if the original owner no longer works in the application.
