Change existing cancelled work relationship record

Goal
On : 11.12.1.0.0 version, Global Human Resources
Termination. The employee needed to be hired again using the same person number but they couldn't find the record so they made a new record and made a Person Number change but since the WIN ID was already in use they modified the record using a -2, in other words they used 20795860-2 when they were unable to use 20795860. Customer know how to change the Person Number manually but the system says that the WIN ID is in use but we are unable to find the record that is using that specific WIN ID.
Please advise/ help in changing the existing cancelled work relationship record for win 20795860 to some other value (i.e. x20795860) so that they can correct the real employee record.
