Symptoms
On : 11.13.18.02.0 version, Post Journal Entries
When attempting to import journals,
the following error occurs

Values for ledger option is empty once Data Access Set is chosen.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Apps
2. Navigator> Scheduled Processes > Import Journal Process
3. LOV for Ledger parameter is blank
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot import journals in bulk. This is slowing down posting transactions.
