IDCS/EBS Integration using EBS Asserter errors out "You+have+insufficient+privileges+for+the+current+operation." (Doc ID 2438930.1)

Symptoms

Integrating IDCS with EBS 12.1.3 using EbsAsserter fails with the error ""You+have+insufficient+privileges+for+the+current+operation.""

The user is presented with EBS login again instead of granting access to the EBS after IDCS login.
