Symptoms

ACTUAL BEHAVIOR
---------------
No Transaction Created During Import

EXPECTED BEHAVIOR
-----------------------
The system should allow them to load the Inventory Transactions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the data in InventoryTransactionImportTemplate.xlsm template
2. Generate the CSV and run the Load Interface program
3. Then launch the Manage Inventory Transactions
