Workflow not working in mainline, but working in Sandbox

Customer created a workflow in Service Request which sends the email when Queue is changed in record.

This workflow was tested in sandbox and published. It is not working in Mainline.

They created new test sandbox and tested and it started working again. So it is not working in mainline but works fine in a sandbox.
