On : 11.13.18.02.0 version, Billing - Transactions
When attempting to create the transaction
the following error occurs.

A valid document sequence does not exist for the selected transaction type.
STEPS
*********
The issue can be reproduced at will with the following steps:
1. Create a Transaction Type for a Legal Entity
2. Define Document Sequencing Legal Entity level
3. Go to Create Transaction screen and try creating transaction
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create transaction as the Legal Entity not getting defaulted as that of Transaction Type
