ACTUAL BEHAVIOR

Going to Inquire on Detail Balances, users are seeing more ledgers than their data access set.
EXPECTED BEHAVIOR

Customer's expectations are to only see the data access sets that they see in journals data access set UI.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to inquire on detail balances
2. In the ledger LOV drop down
3. See more ledgers than journals UI
