Symptoms
ACTUAL BEHAVIOR

When planning orders using network routing, the location capacity is not respected. For example, a location capacity is defined at 1 shipment per hour, however, multiple shipments could be planned for the location within the same hour. Location capacity with network routing is not always respected. When location capacity is over committed for a location, OTM will still plan shipments to the first bucket of location capacity.
EXPECTED BEHAVIOR

It is expected that the planning respects the location capacity.
STEPS
-----------------------
1. Using network routing and location capacities defined for various locations, bulk plan orders that would result in multiple shipments
2. The resulting planned shipments will exceed the respective location's defined capacity.
