Unrestricted Plans due not show when date tracking into future (Doc ID 2451714.1)

Goal

The problem is that even using the old payroll beginning in 2019, if in SSBEN, I date tracked out to a future date when the payroll is effective, the unrestricted plans do not display.  

My expectation was that if I  date tracked out to a future date when the payroll is effective, the unrestricted plans should display.

This is an issue that should be documented and fixed eventually via an ER or bug
