Using Custom Validators On A Select Drop Down (Doc ID 2453303.1)

Goal

The requirement is to use a select "drop down" with custom validators.  Essentially the required check should ensure that select input 1 and select input 2 are not equal.

Custom Validators work fine on other elements, but it does not work on the select element.
