Manage Inventory Transaction Process is Not Picking the Rows from Interface to Process (Doc ID 2454220.1)

Symptoms

The zip file data is successfully loaded to interface tables. But when running the process 'Manage inventory transactions', it is not processing the data. The process_flag of the interface rows remains in 1 and transactions are not available in UI. Why process 'Manage inventory transactions' is not picking the transactions ?
