When attempting to provision a user in the Cloud Admin tool, the following error occurs:
0 user(s) processed successfully, 1 user(s) failed.
Assigning Application Access failed for user <USER NAME>
The issue can be reproduced at will with the following steps:
1. Access the Cloud Administration tool.
2. Under User Administration, select a user.
3. Select Manage Application Access.
4. Add a new environment to the Application Access.
5. Error occurs.
