Unable To Save URL In Order Submit Webhook

Symptoms
When attempting to set the order submit webhook URL within the admin UI, WebAPIs > Webhook > Order Submit, the following error occurs:
ERROR

Invalid credential for Basic Authentication.
Return Code 11007
STEPS
-----------------------
1. Log into ccadmin-xxxx-zzzz.oracleoutsourcing.com/occs-admin/occs-admin/#/settings/webAPI
2. Click on the "Order Submit" Production webhook.
3. Enter an appropriate URL
4. Hit submit.
5. Notice that the error above appears.
