Goal

Many of the passport services involve lists (LUDS) that are used to specify what is being requested when submitting a request for the service.  For example, a customer might be configured to choose from a list representing different assessments when requesting the service, and the Passport partner then presents the requested assessment to the candidate.  

The list for the service is not presented in any special order (e.g., it is not necessarily alphabetical).
