Unable to Setup and Use REST API for Oracle Content and Experience Cloud

Symptoms
The user in this case was attempting to setup a REST API for the Oracle Content and Experience Cloud. When the user attempted to execute the request, the following error is returned:
StatusMessageKey=!csNetworkMessageFormatError
When I use the API to upload the file, I get the following error message:
"@Properties LocalData
IdcService=CHECKIN_UNIVERSAL
StatusCode=-32
StatusMessage=Network message format error.
StatusMessageKey=!csNetworkMessageFormatError
blDateFormat='{ts' ''yyyy-MM-dd HH:mm:ss{.SSS}[Z]'''}'!tUTC
blFieldTypes=StatusMessage message
@end"
