ACTUAL BEHAVIOR
---------------
Unable to edit Custom Login URL tab

User is not able to edit custom login URL in OAC application from IDCS even after deactivating the application.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. IDCS console --> Apps --> Click Application edit it and try to update the custom login url.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot edit the application settings correctly.
