Symptoms

ACTUAL BEHAVIOR
---------------
New user created a transaction and submitted for approval but approver did not receive approval notification.

EXPECTED BEHAVIOR
-----------------------
The approver should receive notification for the transaction created by the new user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User login to fusion application
2. Create a journal and sent for approval
