Why would Network Traffic Use IPSec Tunnels Instead Of FastConnect in OCI (Doc ID 2475231.1)

Symptoms

We started with Fast Connect and IPSEC up. Internet traffic from OCI was going over the IPSEC tunnel. All other traffic was traversing Fast Connect.
   i. Based on what we understand this should not ever be the case.
   ii. Shutting down the IPSEC tunnels and bringing them back up forced the internet traffic from OCI back over the Fast Connect and it stayed there.
