Fusion Absence Management: Submit Button Is Missing On Person Mgmt Absence Entry (Doc ID 2475305.1)

Goal

Since upgrade, the submit button is missing on the absence management page. We use a time interface to load most of the absences, but occasionally we have to manually update entries. We have found that the submit button is now missing from the page when in person mgmt. I have reviewed the roles, no changes to the roles assigned since pre-upgrade, in fact we have both the PER and ORA versions of most of the HR roles assigned to our admins at this time. I attempted to customize the page to add the submit button on, which worked but also put the submit button on every screen in Person Mgmt even when not needed/wanted.

Any reason why the Submit option for absences would be missing?
