Incorrect Panel Column Width in JET UI

Symptoms
On a quote-level JET Responsive Layout, a tab has multiple columns, side by side in one row. The columns are defined so that the sum of the column widths is less than or equal to 100% (for instance, ten columns, each defined with Width (%): 5).
When viewing a quote in JET UI, the columns are wider than defined, and as a result, are not all side by side in one row. All the columns together should span less than or equal to the full width of the page and no more, but instead fill one row and overflow into multiple rows of columns.
This also applies to any situation where panel columns in the JET layout do not shrink to fit on the page as desired.
