HR HD Service Request Agent/Manager User Cant See Any Of The Records On The Primary Contact Field

Steps to re-produce the issue
1. Login to the Application
2. Navigator -> Manage Users -> Create New User -> Use any of the below role
3. Login with Agent/Manager user -> Navigator -> Help Desk
4. HR Service Request -> Create New Service Request -> Enter the required information
5. Primary Contact -> Search -> Unable to find any contact & logged-in user as well
6. Contact Sub-tab -> Add Contacts -> Unable to find any contacts & logged-in user as well
HR HD Service Request Agent/Manager user should see all the records on the Primary Contact Field and Add Contacts on sub-tab (contacts)
